NEWS FLASH

CCI 's 2008 Summer Conference

Tentative Agenda

  • The Colorado Department of Revenue has set up a web page geared to local governments and special districts whose sales taxes are collected by the state. The page includes guidelines and timetables these entities should follow as they consider new taxes or modifications to current taxes.
  • The Secretary of the Interior released the latest guidelines for managing RS 2477 claims Wednesday. Read her memo and explanation of the new RS 2477 guidelines.
  • The Colorado Land Use Commission was eliminated with the enactment of HB 05-1063. In practice this means that local governments no longer have to report to the Commission on their 1041 regulations, subdivision regulations, major activity notices, environmental impact statements and service authority area comprehensive development guides. • CCI's RS 2477 Position Statement was adopted by CCI's Public Lands Steering Committee on Friday, August 6, 2004. This statement is the result of over 5 months of thoughtful deliberations and compromise by the RS 2477 Subcommittee. This document represents CCI's current position on RS 2477.
  • The Statewide All Hazards Coordination Process is a suggested model for the nine All Hazard and Emergency Management Regions (see below) to facilitate planning and grant coordination within each region. Regions that do not already have a coordination process in place are encouraged to consider this process. Click hereto access a map of Colorado's All Hazards Emergency Management Regions.

Handbook on Brownfields Redevelopment Now Available
The Colorado Department of Public Health and Environment (CDPHE) and the Office of Smart Growth in the Colorado Department of Local Affairs (DOLA) have announced the release of a new publication entitled The Colorado Brownfields Handbook: A Local Government Guide to Site Reuse and Economic Redevelopment. The Colorado Brownfields Handbook is the culmination of a three-year partnership between CDPHE and the Office of Smart Growth to promote the cleanup and redevelopment of brownfield sites around the state.  The project partners enlisted the help of a number of state, local and non-profit agencies, including the Colorado Brownfields Foundation, to help analyze and document the roles and interrelationships of various levels of government and identify and overcome potential institutional obstacles to reuse. The handbook incorporates lessons learned from pilot brownfield cleanup and redevelopment efforts in Rangely and Alamosa.  The handbook also provides a comprehensive list of the technical and financial resources available, frequently asked questions and a suggested methodology for brownfield cleanup and redevelopment. The project was made possible by a grant from the U.S. Environmental Protection Agency.
