County
Perspectives is
a new publication that CCI is providing to inform counties of current and
relevant topics. These publications will include a presentation and
overview of an issue. Then, they will present possibilities of how
counties in Colorado would be affected by the issue. Finally, local
opinions will be represented by Coloradans who have knowledge of the particular
issue.
The
first issue of the County Perspectives series is "Methamphetamine:
A Colorado View." This paper outlines the epidemic of methamphetamine
in the country and then narrows the problem to how it is affecting Colorado
counties. Possible strategies are drawn out. Those involved
in the fight against meth in Colorado are quoted to add local perspectives.

CCI recently
published an issue of County Perspectives that explores the topic of development
impact fees. Some examples of impact fees from different Colorado
counties are mentioned in the paper. There are links to counties
that have impact fee documents on their own websites listed in the paper.
Here are some other examples of impact fees from a few other counties:
Mesa
County, Jefferson County,
Pitkin
County.

The
Colorado Land Use Commission was eliminated with the enactment of HB
05-1063. In practice this means that local governments no longer have to
report to the Commission on their 1041 regulations, subdivision regulations,
major activity notices, environmental impact statements and service authority
area comprehensive development guides. To read the Department of Local
Affairs Memo regarding this change, please click here.

adopted by CCI's Public Lands Steering Committee on Friday, August 6, 2004.
This statement is the result of over 5 months of thoughtful deliberations
and compromise by the RS 2477 Subcommittee. This document represents CCI's

Handbook
on Brownfields Redevelopment Now Available
The
Colorado Department of Public Health and Environment (CDPHE) and the Office
of Smart Growth in the Colorado Department of Local Affairs (DOLA) have
announced the release of a new publication entitled The Colorado Brownfields
Handbook: A Local Government Guide to Site Reuse and Economic Redevelopment.
The Colorado Brownfields Handbook is the culmination of a three-year partnership
between CDPHE and the Office of Smart Growth to promote the cleanup and
redevelopment of brownfield sites around the state. The project partners
enlisted the help of a number of state, local and non-profit agencies,
including the Colorado Brownfields Foundation, to help analyze and document
the roles and interrelationships of various levels of government and identify
and overcome potential institutional obstacles to reuse. The handbook incorporates
lessons learned from pilot brownfield cleanup and redevelopment efforts
in Rangely and Alamosa. The handbook also provides a comprehensive
list of the technical and financial resources available, frequently asked
questions and a suggested methodology for brownfield cleanup and redevelopment.
The project was made possible by a grant from the U.S. Environmental Protection
Agency.
